Director, Data Acquisition and Architecture Services (CLIN INFORMATICS MGR 2)
Job Summary
This work entails defining the key milestones, timeframes, resources and funding levels necessary to meet the enterprise strategic data acquisition, architecture, and management needs of UCDH. The Director will define resource requirements and lead the implementation of a staffing model necessary to execute on both tactical and strategic needs in the most efficient and productive manner.

Minimum Qualifications
Experience leading enterprise-wide data modernization efforts, including cloud migration, data governance, AI/ML integration, and technology infrastructure expansion to support emerging institutional needs
Experience working with data warehousing, data management, or business intelligence systems; managing complex data systems, data projects, or project teams; Working in biomedical informatics, information technology, or related field
Experience ensuring data security and compliance with regulatory frameworks such as HIPAA, 21st Century Cures Act, GDPR, and NIST
Experience managing clinical enterprise data platforms, such as Clarity, Caboodle, i2b2, and/or OMOP database models
5 years demonstrated leadership experience at a manager level, with a proven track record of leading change management initiatives and influencing stakeholders.
Bachelor's degree in Computer Science, Information Systems, Data Science, Health Informatics, or equivalent experience in a related field
Strong knowledge of healthcare data interoperability standards, including FHIR, HL7, and OMOP, for integrating clinical and research data
Comprehensive knowledge of IT strategy, data architecture, and emerging technologies, including expertise in data communications, computing infrastructure, vendor solutions, and software applications
Exceptional oral and written communication skills, with the ability to convey complex technical concepts to diverse audiences, including senior leadership and non-technical stakeholders.
Proven ability to develop strategic plans, build team capabilities, optimize operations, and manage budgets effectively
Preferred Qualifications
Relevant industry certifications such as: Certified Data Management Professional (CDMP), AWS Certified Data Analytics or Azure Data Engineer, TOGAF (Enterprise Architecture), ITIL (IT Service Management), PMP (Project Management Professional)
Master's degree in Computer Science, Information Systems, Data Science, Health Informatics, or a related field
Advanced experience working with data warehousing, data management, or business intelligence systems.
Advanced experience managing complex data systems, data projects, and project teams
Advanced of experience working in biomedical informatics, information technology, or related field
3 years demonstrated leadership experience at a senior manager or director level, with a proven track record of leading enterprise-wide change management initiatives and influencing stakeholders across institutional boundaries.
Demonstrated experience supporting and presenting to executive leadership
Experience supporting faculty researchers in accessing and managing clinical, operational, or genomic data
Experience collaborating with research faculty, clinicians, and administrators to support extramurally funded projects (e.g., NIH, NSF grants)
Familiarity with the unique data challenges in academic medical centers, including clinical research, patient data privacy, and regulatory compliance
Proven ability to foster a data-driven culture and enable self-service analytics across an institution
Ability to build partnerships with external organizations, including industry and governmental agencies, to advance data sharing and research initiatives
Key Responsibilities
Information Technology Department Leadership (30%)
Define and implement the vision, strategy, and roadmap for data architecture and management, ensuring alignment with institutional goals. Establish governance frameworks, policies, and standards for data security, access, and compliance.
Lead and oversee the Acquisition and Architecture Team's daily operations, managing staff, projects, budgets, and performance expectations. Ensure production applications are maintained to meet customer needs and that functional department priorities are addressed through feasibility studies and system design. Develop departmental strategies for handling production incidents, service requests, and operational tasks while fostering clear communication and engagement through regular meetings. Manage with autonomy, evaluate direct reports, and ensure timely performance reviews.
Information Technology Division Leadership (20%)
Actively contribute to IT leadership, partnering with managers to address division-wide challenges and advise senior management on complex issues, negotiations, and strategic decisions. Lead the design and evolution of enterprise data architecture, ensuring scalable, interoperable solutions that support both structured and unstructured data needs.
Implement strategic policies, drive innovation, and support UCDHS and IT division goals. Maintain a broad IT perspective that aligns with the Health System's mission, participating in senior IT leadership meetings and contributing to divisional strategy. Oversee major projects, process improvements, and budget activities, fostering collaboration and continuous improvement across IT teams.
Data Management and Engineering Operations (15%)
Oversee the development, maintenance, and optimization of data pipelines, ETL processes, and integration solutions to ensure high availability and performance for research and clinical operations. Lead and coordinate IT Health Research, Data Management, and Analytics projects, including system enhancements, deployments, upgrades, and integrations.
Ensure transparency in decision-making, align team efforts with the Health System's mission, and keep staff informed of organizational priorities. Hold staff accountable for project documentation, system requirements, and budget planning while ensuring collaboration with IT and security teams. Manage vendor relationships, enforce contract compliance, and provide high-quality executive-level project updates, including budget analysis and financial oversight.
Human Resource Administration (15%)
Continuously engage senior leaders, stakeholders, and peer leaders in the Data COE to coordinate capabilities, deliverables, milestones, and performance metrics. Define key benchmarks to assess team performance and ROI. Provide updates to the IT Governance Steering Committee as needed.
Customer Service and Teamwork (10%)
Foster collaboration across research, clinical, administrative, and IT teams to understand data needs and deliver effective solutions. Communicate with senior management and Data team members to align priorities, manage expectations, and integrate key transaction systems into the Data Warehouse. Promote a culture of excellence by supporting education, training, and data democratization efforts, ensuring users have the tools for self-service analytics. Serve as a liaison between technical and non-technical stakeholders to enhance partnerships and maximize the impact of data initiatives.
Staff Development Mentoring and Coaching (10%)
Ensure data management practices comply with HIPAA, IRB, and other regulatory requirements. Develop and enforce security policies to safeguard sensitive institutional and patient data. Implement risk mitigation strategies and incident response plans for data-related risks.
