This is an Excepted appointment for an initial three years, which may be renewed every three years. This position is located in the Defense Security Cooperation Agency (DSCA), Defense Security Cooperation University, Institute for Security Governance (ISG) in Monterey, CA.
DSCA's mission is to advance U.S. defense and foreign policy interests by building the capacity of foreign partners in order to encourage and enable allies and partners to respond to shared challenges. DSCA leads the broader U.S. security cooperation (SC) enterprise in its efforts to train, educate, advise, and equip foreign partners.
DSCA administers SC programs that support U.S. policy interests and objectives identified by the White House, Department of Defense (DoD), and Department of State (DoS). These objectives include developing specific partner capabilities, building alliances and partnerships, and facilitating U.S. access.
DSCA integrates SC activities in support of a whole-of-government approach; provides execution guidance to DoD entities that implement SC programs; exercises financial and program management for the Foreign Military Sales (FMS) system and many other SC programs; and educates and provides for the long-term development of the SC workforce.
DSCU delivers the education, training, research, and analysis to the U.S. Security Cooperation Workforce and the institutional capacity building to our allies and partners to meet the current and future global security cooperation mission.
The Institute for Security Governance (ISG) advances national security and foreign policy objectives by building partner institutional capabilities and enhancing the approach and conduct of institutional capacity building to address security challenges. ISG is a DSCA functional institute with primary missions as the Institution Capacity Building (ICB) Center of Excellence, a leading ICB implementer, and International Military Education and Training (IMET) schoolhouse, operating within DSCA’s broader security cooperation mandate to train, educate, advise and support our foreign partners. Located at the Naval Support Activity Monterey (NSAM) in Monterey, California, ISG executes over 500 activities annually, with a faculty and staff responsible for directing and supervising programs and activities from inception through completion.
The Institute for Security Governance (ISG) invites applications for an intermittent Senior Lecturer position to lead and provide instruction in logistics capacity building and related areas. We seek candidates with robust experience and expertise in logistics, change management and security cooperation processes in support of Allied and Partner Nation capacity building efforts via education and advising programming to oversee an entrepreneurial and collaborative team.
We are looking for enthusiastic, dynamic and talented individuals with expertise and significant experience in an international context to perform the following duties:
- Manages a team of logistics experts who directly contribute to the building of logistics capacity and capability of Allies and Partner Nations (PNs).
- Counsel Allies and PNs and senior logisticians within the Geographic Combatant Commands (GCCs) in development and planning to build and manage logistics institutional capacity and broader national logistics capacity and capability.
- Develops logistics programs and fora to support and advance ISG's strategic direction as well as creating and managing long term goals in support of ICB and Log SC.
- Analyzes the prioritization, resourcing, planning, monitoring, and adapting of country projects and other activities implemented by ISG in coordination with DSCA, GCCs, DoS, and other stakeholders.
- Provides guidance and assistance across ISG in support of educational and advisory planning and execution of ICB/SC programs.
- Develops and advances critical research and analysis to enhance planning and execution of logistic security cooperation programs and initiatives.
QUALIFICATIONS:
- Masters degree in an appropriate discipline required: Executive/ Business Administration, Supply Chain Management, Operations Analysis, Operations Research; in a generally related field required.
- A Senior Lecturer has a broad range of experience (typically five years or more) with progressively higher experience with instruction in an academic environment. Expert knowledge of and experience with the development, delivery and assessment or management of academic programs.
- Significant experience with logistics, material, acquisition, and program management
- Proven ability to lead diverse teams
- Experience working with the leadership of foreign defense sectors (ministry, joint/general staff, service Headquarters, defense and security agencies) to accomplish institutional capacity building and broader security cooperation objectives
- Experience in the oversight of multiple complex, globally dispersed programs
- Excellent oral and written communication skills
- Excellent analytical and problem-solving ability
- Must be a United States Citizen.
- Must be able obtain and maintain a Secret clearance.
- Must be able to pass pre-employment and random drug testing.
- Must be able to work other than normal hours, which may include evening, weekends, and/or holidays and/or overtime.
- Must be able to travel away from the normal duty station on military or commercial aircraft.

- Salary will be based on commensurate experience, demonstrated ability, and education.
