This position is located in the Defense Security Cooperation Agency (DSCA), Building Partner Capacity (BPC), Institute of Security Governance (ISG) in Monterey, CA. DSCA's mission is to advance U.S. national security and foreign policy interests by building the capacity of foreign security forces to respond to shared challenges. DSCA leads the broader U.S. security cooperation (SC) enterprise in its efforts to train, educate, advise, and equip foreign partners. ISG is the Defense Department’s center of excellence for Institutional Capacity Building (ICB) and a leading DSCA international partner schoolhouse. ISG advances national security and foreign policy objectives by building partner institutional capabilities, advancing knowledge, and enhancing the conduct of the ICB field to address security challenges. The development of functioning, accountable, and effective defense and security institutions is critical to enabling the long-term success of security cooperation and partner capability development, is a focus across the security cooperation enterprise, and is foundational to ISG. ISG’s approach is oriented to meet partner institutional capacity and capability, education, and professional development needs, grounded in American values, and tailored to meet partner requirements. ISG is seeking a senior lecturer to support its Logistics Capacity Building (LCB) team. This position requires experience and education in Defense Logistics, Institutional Capacity development, and broader national logistics capacity. The LCB Senior Lecturer is an instructional faculty position with responsibility for facilitating, advising, educating, and formally teaching in support of ISG Security Cooperation activities. Primary duties include: - Support ISG, DSCA, and other SC / ICB elements by scoping partner nation (PN) institutional capacity, designing ICB logistics programming, executing logistics activities and developing complementary monitoring plans.
- Teach, instruct, and facilitate LCB resident courses, mobile engagement teams, and advisory projects.
- Synchronize, within ISG’s purview, logistics capacity building programs and resources across DoD, interagency communities, and international organizations to strengthen Allied and PN logistics forces.
- Analyze and provide recommendations for the prioritization, resourcing, planning, monitoring, and adapting of country projects and other activities implemented by ISG.
- Oversee the documentation and reporting on all activities to ensure accountability, quality control, and a record of activities.
- Development of LCB curriculum, methodology, approaches, and supporting courses and activities.
- Researches, provides analysis, reviews and produces original literature related to logistics, associated networks and systems, policy and planning, institutional capacity building and broader security cooperation.
QUALIFICATIONS: Master's degree in an appropriate discipline required: Logistics, Supply Chain Management, Operations Analysis, Operations Research, institutional change, organizational management, or in a generally related field required Significant experience with logistics, acquisition, and program management Proven ability to lead diverse teams Experience working with the leadership of foreign defense sectors (ministry, joint/general staff, Service Headquarters, defense and security agencies) to accomplish institutional capacity building and broader security cooperation objectives Experience in the oversight of multiple complex, globally dispersed programs Excellent oral and written communication skills Excellent analytical and problem-solving ability Significant experience with logistics, acquisition, and program management Experience in the oversight of multiple complex, globally dispersed programs ISG is a Defense Security Cooperation Agency security cooperation institute.
