This professional level position has responsibility to provide administrators, faculty and staff with information on proper procurement policies and procedures according to DOA and UW System policies. The position is the primary purchasing agent for Facilities Management and delegated authority to purchase their products, equipment and services for non-routine, emergency, and campus designed/managed projects (including Program Revenue areas – Residence Life, University Center, and Falcon Center). By working closely with suppliers, the position strives to receive the best quality and delivery time at the best price for all UW-River Falls buyers. The position reports to the Purchasing Manager under general supervision and functions independently in decision-making.

Knowledge, Skills and Abilities:
Required: 1.Three years of purchasing experience.
1.Bachelor's Degree in business or a related field. 2.Knowledge of purchasing principles and practices, including contracting of products and services, sealed bid requests and supplier relationships. 3.Experience in Higher Education or public sector purchasing rules, regulations and procedures. 4.Ability to use independent judgement and exercise discretion. 5.Experience in using purchasing software packages (i.e. PeopleSoft or other enterprise software). 6.Knowledge of administering purchasing card programs. 7.Ability to maintain a professional and customer service-oriented relationship with suppliers and internal customers. 8.Possess excellent problem solving, analytical, and business skills. 9.Computer skills including proficiency with Microsoft Office Suite.
