Under the general supervision of the Associate Director of University Housing/Director Facility Operations, the primary purpose of the Emergency Operations and Security Analyst is to design, implement, maintain and continuously advance emergency and security for University Housing. This position provides administrative and program leadership roles in support of a wide range of emergency preparedness and security initiatives having a broad impact on University Housing (UH) and the University. This position maintains a programmatic nexus with the Cal Poly Department of Emergency Management, coordinates with internal and external entities, and serves as UH crisis information reporter to the campus community and public.
The Emergency Operations and Security Analyst is responsible for the development, oversight, and continual improvement of all emergency preparedness, evacuation, business continuity, safety, and security programs. The incumbent independently performs a full range of duties including emergency management preparedness trainings, development of Department Operations Center protocols, and provides department wide oversight toward the reduction of overall risk, human injury, potential liabilities, and loss of university assets. In addition, the Emergency Operations and Security Analyst assists departments in achieving compliance with pertinent federal, state, CSU, and university regulations, policies, and procedures regarding mandated employee health and safety trainings.

Minimum Qualifications (Staff Only):
Education and Experience:
Equivalent to graduation from a four-year college or university. Three years of technical or administrative experience. A graduate degree in a related field may be substituted for one year of the required experience. Additional qualifying experience may be substituted for the required education on a year-for-year basis.
Licenses, Certificates, Credentials:
Possession of a valid driver's license or the ability to obtain by date of hire.
Thorough knowledge of or ability to learn policies and procedures related to emergency management, National Incident Management System, and Standardized Emergency Management System.
Thorough knowledge of and ability to interpret and apply complex outside regulations as it relates to emergency management, including pertinent Federal and State laws.
Working knowledge of the principles, problems, and methods of public and business administration and operational and fiscal management.
Skill in administrative survey techniques, operations and systems analysis, statistical and research methods.
Skill in research, development, and evaluation of policies and programs, including skill in the collection, evaluation, and interpretation of data to develop sound conclusions and make appropriate recommendations.
Ability to work with representatives from public and private entities and handle potentially sensitive situations. Demonstrated consultative skills in working with internal and external constituent groups.
Demonstrated skills and experience in public speaking; and ability to effectively present ideas and concepts to groups.
Ability to perform detailed work with a high degree of accuracy and efficiency.
Expertise in investigating and analyzing problems and/or sensitive situations and issues to make decisions with a broad administrative impact and implications. Ability to anticipate problems and address them proactively.
Demonstrated ability to establish and maintain effective working relationships and communications within a diverse population, strong listening and interpretive skills, and the ability to deal positively with unexpected developments and diverse perspectives in and outside the University.
Ability to maintain high quality/standards of work, ethics, commitment, and professional responsibility.
Excellent communication skills; ability to effectively communicate information in a clear and understandable manner, both verbally and in writing; and the ability to effectively proofread and edit documents. Thorough knowledge of English grammar, spelling and punctuation.
Demonstrated ability to maintain a high degree of confidentiality.
Excellent organizational and time management skills with the ability to set own priorities to coordinate multiple assignments with fluctuating and time-sensitive deadlines with demonstrated ability to take initiative and independently plan, organize and coordinate work where numerous and diverse demands are involved.
Excellent computer skills and proficiency with a variety of computer applications including word-processing, spreadsheets, databases, on-line systems, Internet as well as online calendaring and email; thorough knowledge of spreadsheets; ability to create, troubleshoot, and modify advanced equations, pivot tables, charts and graphs.
Demonstrated ability to train others on new skills and procedures.
Working knowledge of or ability to quickly learn University infrastructure, policies and procedures.
Bachelor's degree in Emergency Management, Business Policy, or closely related field.
Demonstrated experience and extensive knowledge of emergency management and business continuity planning.
Demonstrated skills in an institutional/educational environment utilizing a customer-oriented and service-centered attitude.

Must be willing to travel and attend training programs off-site for occasional professional development.
Must be able to work overtime, occasional holidays, and adjust working hours to meet special jobs. May be called back periodically to perform work as needed on an emergency basis.
The person holding this position is considered a 'mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 Revised July 21, 2017 as a condition of employment.
Must be able to successfully pass a pre-employment background/fingerprint check.
This position classification has been defined as 'Exempt' and is not subject to the overtime provisions of the Fair Labor Standards Act (FLSA).
Retired CalPERS members selected for this vacancy must request and be approved for reinstatement from retirement prior to the start date. Employment of retired CalPERS members will typically be for 90 days or less and must be for work requiring specialized skills or for a bona fide emergency to prevent stoppage of business.
