Responsibilities If you are selected for this position, you will serve as a Computer Scientist, Operations Research Analyst, or a Statistician (Interdisciplinary) in the Performance Measurement and Analysis Section, Field Oversight and Analysis Branch, Threat Assessment Division, within the Office of Security Operations (OSO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include: Planning, leading, and carrying out complex, multi-phased data collections, analyses, and performance measurement projects. Analyzing large operational performance data, measuring program or project performance, testing and evaluating statistical process control, and optimizing research operations applications; Preparing reports which are used to identify root causes of security failures, developing risk mitigation strategies, and providing recommendations for process improvement. Designing and developing statistical models for use in performance evaluation and predictive analytics. Conducting investigations of complex software engineering issues which encompass a broad range of specializations including computer science theory, mathematical and statistical science, human/computer interaction, modeling and simulations/emulations, data base management, and performance benchmarking. Employing a diversity of assessment methodologies including system analysis, statistical analysis, data analysis, cost analysis, risk analysis, standard setting, process performance measurement design, and process performance analysis, to development and implement solutions to achieve organizational effectiveness and present analytical results to Headquarters and Field Operations. Defining appropriate measures of effectiveness (MOEs), measures of performance (MOPs), applying systems analysis methodologies, conducting component modeling, and system synthesis, and decision analysis. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (Pay Band H) performs the same duties but will receive more guidance and projects or work assignments may be less complex.
